37-14-201. Compensation of board members -- meetings -- quorum. (1) Board members shall receive compensation and travel expenses as provided for in 37-1-133.
     (2) The board shall meet at least twice a year and elect a chairman at the first meeting of each calendar year.
     (3) Four members of the board constitute a quorum for the purpose of transacting business.
