53-4-716. Child care assistance. In accordance with sections 301 and 302 of the federal Family Support Act of 1988 (42 U.S.C. 602(g)), the department shall provide necessary child care assistance to:
     (1) each individual participating in the program established under 53-4-703; and
     (2) any individual whose family has ceased to receive aid to families with dependent children as a result of increased hours or income from employment or because of loss of federally prescribed earned income disregards.
