7-12-2135. Decision on award of contract. (1) The board of county commissioners may award the contract for such work or improvement to the lowest responsible bidder at the prices named in his bid and shall reject all proposals other than the lowest regular proposal or bid of any responsible bidder.
     (2) The board:
     (a) may reject any and all proposals or bids should it deem this for the public good;
     (b) may also reject the bid of any party who has been delinquent or unfaithful in any former contract with the board.
