7-12-4255. Contents of notice of hearing -- protest. (1) The notice shall state the substance of the petition and the time and place for hearing and that any interested person or any person whose rights may be affected by the issuance or sale of the bonds or the levy of the special assessment, may, on or before the day fixed for the hearing on the petition, answer the petition and may appear at the hearing and contest the granting of the prayer of the petition and the entry of any order of confirmation pursuant thereto.
     (2) Any person eligible to appear may enter his appearance in the proceedings and answer the petition and contest the granting of the prayer of the petition, and all provisions of the code of civil procedure shall be applicable to the proceedings.
