7-16-4224. (Temporary) Power of park board to employ persons and to make contracts. (1) Except as provided in subsection (4), the board of park commissioners has the following powers and duties:
(a) to employ and discharge workers, laborers, engineers, foresters, and others and to fix their compensation, which may not be less than the union scale of wages in force in each individual city of the first class; and
(b) to make all contracts necessary or convenient for carrying out any and all of the powers conferred and duties enjoined upon the board by this part.
(2) All contracts made by the board must be in the name of the city and must be signed by the city clerk and by the president or, in the president's absence, by the vice-president of the board.
(3) An order or resolution authorizing the making of any contract may not be passed or adopted except by a yea and nay vote, which must be recorded in full in the minutes by the clerk.
(4) A city may elect to have all personnel decisions made by the mayor or city manager pursuant to the policies and regulations governing other city personnel decisions. (Repealed October 1, 1996--sec. 25, Ch. 543, L. 1995.)
