7-3-4372. Procedure to enact appropriation ordinance -- exception. (1) Upon receipt of the estimate, the commission shall prepare an appropriation ordinance in the form that may be prescribed by ordinance or resolution. Before finally acting upon the tentative appropriation, the commission shall fix a time and place for holding public hearing upon the tentative appropriation and shall give public notice of the hearing. Following the public hearings and before its final passage, the appropriation ordinance must be published with a parallel comparison with the recommendation of the city manager. The commission may not pass the appropriation ordinance until 10 days after its publication or before the second Monday in August.
(2) If, at the beginning of the term of office of the first commission elected under the provisions of this part and part 44, the appropriations for the expenditures of the municipal government for the current fiscal year have been made, the commission may by ordinance revise, repeal, or change the appropriations and make additional appropriations.
(3) This section does not apply to a local government entity that has adopted the alternative accounting method provided for in Title 7, chapter 6, part 6.
