32-8-107. Rulemaking authority. (1) The board shall adopt rules to implement 32-8-201, 32-8-202, and 32-8-205.
     (2) The department shall adopt rules to implement 32-8-201, 32-8-302, and 32-8-308 and to specify the conditions under which a depository may be found to be operating in a manner that is unsafe or unsound.
