37-16-201. Meetings -- quorum -- organization. (1) The board shall meet at least once each year at a place and time determined by the chairman and at other times and places specified by the chairman to carry out this chapter. Three members constitute a quorum.
     (2) Members of the board shall annually designate one member to serve as chairman and another member to serve as secretary-treasurer.
