37-67-201. Organization -- meetings -- quorum -- seal. (1) The board shall hold at least two regular meetings each year. Special meetings shall be held at such time as the rules of the board may provide. Notice of all meetings shall be given in such manner as the rules may provide.
     (2) The board shall elect annually the following officers: a chairman, a vice-chairman, and a secretary.
     (3) A quorum of the board shall consist of not less than five members.
     (4) The board shall adopt and have an official seal.
