(2) The committee shall elect one of its members as presiding officer and another, who must be from the opposite political party, as vice presiding officer. The committee shall elect other officers it considers necessary.
(3) A vacancy that occurs when the legislature is not in session must be filled by the selection of a member from the same house and political party by the remaining members of the committee. An appointment to the committee under this subsection is for the unexpired term of the original member.
