53-2-1104. Establishment of program. (1) There is a program to implement the provisions of Title II-A of the Job Training Partnership Act (29 U.S.C. 1601, et seq.). Except as provided in section 203 of the Job Training Partnership Act (29 U.S.C. 1603), the program must provide employment and training services to economically disadvantaged persons who are eligible to participate in the program.
     (2) The program must be administered in accordance with a job training plan that meets the requirements of 53-2-1107 and 53-2-1108 and sections 103 through 105 of the Job Training Partnership Act (29 U.S.C. 1513 through 1515).
