69-3-711. Criteria for allowable conservation -- onsite audits. (1) The commission shall approve cost-effectiveness criteria for conservation that will be placed into a utility's rate base under this part.
     (2) The commission may conduct onsite energy audits to ensure compliance with the criteria established under subsection (1).
