7-14-2756. Payment of assessment -- release from bond obligations. (1) At any time within 30 days after notice, the owner may pay the assessment and release and discharge his lands therefrom and from the operation and effect of the bonds.
     (2) No bonds shall be issued until 20 days after the expiration of 30 days after notice. No bonds shall be issued for any assessment paid in full within the 30 days.
