75-10-122. Considerations in setting loan priorities. In allocating loan funds to local governments, the department shall establish priority based on a consideration of the plan that:
     (1) most fully utilizes private enterprise for planning, design, management, construction, and operation of the facilities required to implement a solid waste management system;
     (2) includes the largest population;
     (3) is the most financially viable; and
     (4) addresses the most pressing environmental and public health concerns.
