85-2-111. Department powers. The department may:
     (1) enter into agreements with federal, state, or local agencies necessary to carry out this chapter;
     (2) apply for, accept, administer, and expend funds, grants, gifts, and loans from the federal government or any other public or private source for the purposes of this chapter.
