53-21-206. Availability of services. (1) The services of the department and of the incorporated regional mental health centers are available without discrimination on the basis of race, color, creed, religion, or ability to pay and shall comply with Title VI of the Civil Rights Act of 1964.
     (2) Services available to individuals unable to pay for the services may be limited by the department based upon availability of funding.
