7-12-4329. Notice of resolution for assessment of installation costs -- hearing on resolution. (1) A notice, signed by the city clerk, stating that the resolution levying the assessment to defray the portion of the cost of installing and maintaining said lights and supplying electrical current therefor for the first year as determined by the city or town council is on file in his office subject to inspection for a period of 5 days shall be published at least once in a newspaper published in the city.
     (2) Such notice shall state the time and place at which objections to the final adoption of such resolution shall be heard by the council. The time for such hearing shall not be less than 5 days after the publication of such notice.
