7-7-4225. Presentation of petition to city or town clerk -- clerk's certificate. (1) The completed petition shall be filed with the city or town clerk. The clerk shall, within 15 days thereafter, carefully examine the same and the county records showing the qualifications of the petitioners and attach thereto a certificate, under his official signature.
(2) The certificate shall set forth:
(a) the total number of persons who are registered electors;
(b) which and how many of the persons whose names are subscribed to such petition are possessed of all of the qualifications required of signers to such petition;
(c) whether such qualified signers constitute more or less than 20% of the registered electors of the city or town.
