23-1-311. Work experience projects -- criteria -- standards -- land use exceptions. (1) The division shall ensure that each work experience project established pursuant to the authority granted in 23-1-303 provides corpsmembers with job training skills, which may include job search and application skills, and with work experience related to the conservation, improvement, or development of natural resources or the enhancement, preservation, or maintenance of public lands, waters, or facilities. Job training may be provided by the work experience project or by other agencies as provided in 23-1-303.
     (2) Work experience projects must be selected according to criteria that include but are not limited to:
     (a) the extent to which the project will provide environmental, natural resource, and state park system benefits;
     (b) the extent to which the project will provide opportunities for public use and value of the land or facility and on-the-job training for corpsmembers; and
     (c) the extent to which the project will generate additional revenue for the state or its subdivisions.
     (3) Work sites of work experience projects must conform to applicable health and safety standards required for safe work environments.
     (4) Work experience projects developed or approved and funded by the division must be limited to public lands and facilities except where improvements to other lands will provide documented public value or benefit. Reimbursement must be provided to the division for that portion of the total cost of work on nonpublic lands. The reimbursement must be retained by the division for use in the corps program or for incentive vouchers. In the case of emergencies and natural disasters, projects may take place on land or at facilities not owned by the department or by another state or local agency without regard to public benefit and private reimbursement.
