7-14-2721. Disposition of excess funds after full payment for road. (1) After the payment of the whole cost of construction or improvement, any money remaining in the county treasury which belongs to the district shall be refunded on demand. A rebate therefrom shall be made on demand to any person who shall not have paid his assessment in full.
     (2) Demand shall be made within 2 years from the date upon which the assessment became due.
     (3) Any such money remaining in the county treasury after the expiration of 2 years for which no demand has been made, shall go into the general fund.
