7-22-2212. Notice of hearing. Upon setting a date for the hearing, the governing body shall give notice of the hearing in the following manner:
     (1) notice is to be sent by certified mail to each owner of land within the proposed district at the last-known address as shown in the county records; and
     (2) notice is to be published as provided in 7-1-2121.
