7-3-1242. Role of manager. (1) The manager shall be the chief executive officer of the municipality.
(2) The manager shall be responsible to the commission for the proper administration of the affairs of the municipality placed in his charge and to that end shall appoint all officers and employees in the administrative service of the municipality, except as otherwise provided in this part or part 13 and except as he may authorize the head of a department or office responsible to him to appoint subordinates in such department or office.
