7-3-4215. Councilmen and mayor to be elected. (1) In every city of the third class, there shall be a mayor and two councilmen. In every city of the second class, there shall be a mayor and two councilmen. In every city of the first class having a population of less than 25,000, there shall be a mayor and two councilmen. In every city of the first class having a population of 25,000 or more, there shall be a mayor and four councilmen.
(2) The mayor and all councilmen shall be elected at large.
