72-35-202. Manner of mailing -- when mailing complete. (1) If a notice or other paper is required or permitted to be mailed, it shall be sent by first-class mail.
     (2) Mailing is complete when the notice or other paper is deposited in the mail, postage prepaid, addressed to the person to whom it is mailed.
