32-10-209. Refusal to issue or renew license. The department may refuse to issue or renew a residential mortgage lender license if:
     (1) it is determined that the license applicant is not in material compliance with any provision of this chapter;
     (2) the department cannot make the findings specified in 32-10-202(2); or
     (3) all material requirements for renewal or issuance of a license have not been met.
