33-32-204. Commissioner to adopt rules. The commissioner may adopt rules for the implementation of this chapter, including but not limited to rules providing for:
     (1) information to be included in the utilization review plan required in 33-32-103;
     (2) utilization review criteria, standards, and procedures; and
     (3) the protection of the confidentiality of medical records used in the course of utilization reviews.
