90-4-1103. Authority to enter into energy performance contracts. (1) A local government unit may enter into an energy performance contract with a qualified provider under the procedures provided in 90-4-1104 or 90-4-1105.
     (2) Nothing in this part prevents a local government unit from contracting for conservation measures under any other legal authority.
