     69-11-302. Order of transmission of messages. (1) A carrier of messages by telegraph or telephone shall, if it is practicable, transmit every message immediately upon its receipt. If this is not practicable and several messages accumulate, the carrier shall transmit them in the following order:
     (a) messages from public agents of the United States or of this state on public business;
     (b) messages giving information relating to the sickness or death of any person;
     (c) messages intended in good faith for immediate publication in newspapers and not for any secret use;
     (d) other messages in the order in which they were received.
     (2) A common carrier of messages, otherwise than by telegraph or telephone, shall transmit them in the order in which the carrier receives them, except messages from agents of the United States or of this state on public business, to which the carrier shall always give priority.
