Insert: "It is the intent of the legislature that the department of justice eliminate all highway state special revenue nonrestricted account funding from its base budget in the 2023 biennium."

Explanation - This amendment requires the Department of Justice (DOJ) to eliminate highway state special revenue from its base budget when it submits it budget request for the 2023 biennium. In the 2021 biennium DOJ state special revenue appropriations include $782,896 in highway state special revenue.
