Insert: "It is the intent of the Legislature that appropriations in Efficiencies in Community Corrections be used by the department to contract with nonprofit providers to provide nonresidential space for prerelease residents that are appropriate to move into the community at a minimum of 4 months. These residents are to remain part of the prerelease program but can move into their own residence, creating space within the existing system to move offenders more efficiently."
