The HJR 25 study involves several topics related to workers' compensation, including subrogation, the appointment of the workers' compensation judge, the use of utilization and treatment guidelines, the use of forms to help employers know better when an injured worker may be returning to work, the impact on employees of benefit changes from 2011 legislation, actions to improve the safety climate in Montana, and whether the Montana State Fund should remain as a state agency or the Montana workers' compensation system to have either self-insured or private insurers, with Montana State Fund allowed to become a private insurer. Draft Study Plan
