Assigned Studies
The Legislative Council assigned five studies to the committee:
- HJR 32, a study of prenatal drug use;
- HJR 48 and HJR 49, requesting studies of various elements of the child protective services system;
- HJR 50, a study of senior and long-term care services; and
- SB 202, a study of the Uniform Guardianship, Conservatorship, and Other Protective Arrangements Act.
Agency Oversight
The committee is required by law to monitor activities of the Department of Public Health and Human Services. Duties include:
- administrative rule review;
- receiving reports required by law;
- authorizing early drafting of agency legislation; and
- monitoring implementation of the Montana Medical Marijuana Act.
The committee also is monitoring the Medicaid expansion program and the implementation of legislatively approved work and other community engagement requirements for the program.
The committee adopted a work plan on July 30, outlining how it will carry out its duties during the interim.
The committee agreed to send the 2021 Legislature eight bill drafts based on its HJR 50 study, HJR 48/49 study, and SB 202 study. The approved bill drafts are available on the respective study pages.
The committee is also responsible for reviewing bill draft proposals from the Department of Public Health and Human Services and approving early drafting and pre-introduction of the bills. The committee will review those proposals at its August meeting.
State law requires that a number of reports be provided to the Children and Families Committee throughout the interim. The reports are grouped by topic and will be posted as they are provided to the committee.
